Koumei (コウメイ) is a Tactician in Romancing SaGa 2 and a major NPC in Imperial SaGa. When Adel was sent to the Netherworld, Koumei suggests that the successor must be one of the SaGa characters in the next two reigns, but after the battle with Mirsa/Saruin, The Last Emperor interrupts the succession and claims the empire.
