However if you kill Rocbouquet, after making the treaty, and you speak to him again back at the Moving Lake, you will fight him anyway.

Depending upon the player's actions interacting with Rocbouquet and their current power level, they can meet a total of four differnet forms of Noel. If the players had not defeated Rocbouquet, the fight with Noel will happen in two stages, with the second stage having stronger moveset. However, if Rocbouquet had already been defeated, Noel will start out the fight with all of his moves to bear.
