Sometime before the heroes arrived in the Ocean World, Ryu-O and Sei-Ryu were guardians of the Blue Sphere. The two quarreled over it's power and ended up breaking the sphere into two orbs. Ryu-O took the blue orb and traveled to the surface of the world where he disguised himself as an eccentric Old Man living on a remote island, while Sei-Ryu conquered the Ocean Floor and greedily protects his Red Orb.

When the heroes arrive, they are directed by the locals to seek out the Old Man to gain passage to Sei-Ryu's kingdom. Ryu-O gives the heroes a riddle concerning a palm tree among a forest of palm trees, and there they discover the Airseed needed to breathe underwater.

Once the team defeats Sei-Ryu, and acquire his Red Orb, they return to the surface to find Ryu-O. They ask the Old Man who gives them another cryptic riddle concerning bringing him a specific sword bought at a shop. Once presented with the answer to his riddle, he reveals he is Ryu-O and hands the heroes the Blue Orb which recreates the Blue Sphere.

Ryu-O, or more likely, Ryūō, is the Japanese word for Dragon King. There are actually dozens of Dragon Gods in Japanese mystology, including Seiryu who is the Japanese equivalent of Qinglong of the Four Symbols.

His role in the story parallels Japanese Dragon Gods such as Ryujin or Zennyo Ryūō, who were dragon deities known to take on human form and be sought out by religious monks. These Dragon King's would often appear to mortals in a human guise and task them some ordeal before lending their help.
